What is in a litre

In Sep 2026 a litre of 95 in Gauteng was made up of 1,414.89 c/l of basic fuel price – the import parity cost of the product – and 1,277.31 c/l of everything else. The two big state items are the general fuel levy (429 c/l) and the Road Accident Fund levy (225 c/l): together R6.54 of every litre.

The rest pays for getting the fuel to the forecourt and running it: transport to the zone, wholesale and secondary storage and distribution margins, the retail margin of 320 c/l and the slate levy, which recovers money the fuel price stabilisation account paid out when prices were held back.

From Wednesday 7 October, the international-price contribution adds 329.07 c/l to the basic fuel price of petrol and the slate levy goes to 87.66 c/l. The derived column shows what that does to the structure; it lands on 3,025.48 c/l, which the regulations round to R30.25.

The 2026 levy rollercoaster

2026 has been the year of the moving levy. The table shows the general fuel levy per month as published by the department: petrol 415 c/l in January, cut to 129 c/l at the height of the oil shock, and back at 429 c/l by Sep. Diesel followed a similar path.

The Road Accident Fund levy went from 218 to 225 c/l in April, which the margin tables also show.
